India China Informal Summit

Context: The second edition of India China Informal Summit was recently held in Chennai, India, on 11-12 October 2019.

What is an Informal Summit?

It is different from a regular formal summit which involve months of minute diplomatic planning. By definition, informal summits lacks the pomp, protocol and ceremony of formal ones, including delegation-level talks and a pre-set agenda for discussions.

In course of informal summits, no agreements are signed, and there is no joint statement or press conference. The two leaders are involved in one-to-one discussions.

It is to be noted that China is not the only country with which India has had an Informal Summit. In May 2018, Modi met Russia's Vladimir Putin for first Informal Summit in Sochi, Russia to discuss international matters in a 'broad and long-term perspective'.

What is the importance of these Informal Summits?
  • Being informal in nature, these summits allow for quiet discussion of contentious issues away from media publicity and sight.
  • Further, the absence of any formal joint communique also enables each side put forward its own impressions of any outcomes. 
  • It also allows leaders to meet 'informally' in order to ensure better understanding between the two sides.
  • Since the Summits are informal in nature, there is very less pressure on the leaders due to absence of expectations or deliverable.

Asian Development Bank 

Context: ADB and India sign $190 million loan for improving road connectivity in Rajasthan.

The $190 million loan that will upgrade 754 kilometres of state highways and major district roads (MDRs) to two-lane or intermediate-lane standards is going to benefit about 26 million people in 14 districts of Rajasthan.

About ADB

It is a regional development bank which was established on 19 December 1966 and headquartered in the Ortigas Center located in the city of Mandaluyong, Metro Manila, Philippines.

Asian Development Bank, Daily Current Affairs: 13th October 2019

The bank admits the members of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP, formerly the Economic Commission for Asia and the Far East or ECAFE) and non-regional developed countries.

Presently, Asian Development Bank now has 68 members. In 2018, it made commitments of new loans and grants amounting to $21.5 billion.

Bank releases an annual report which summarizes its operations, budget and other materials for review by the public. It is an official United Nations Observer.

As of January 2017, Japan and United States hold the largest proportion of shares at 15.607%. China holds 6.444%, India holds 6.331%, and Australia holds 5.786%.

National Human Rights Commission

Context: 26th foundation day of National Human Rights Commission was recently celebrated.

About NHRC

National Human Rights Commission (NHRC) of India is a statutory public body which was constituted on 12 October 1993 under the Protection of Human Rights Ordinance of 28 September 1993.

The body was given a statutory basis by the Protection of Human Rights Act, 1993. 

Composition: NHRC is composed of following:
  • A Chairperson (who has been a Chief Justice of India or a Supreme Court Judge)
  • One member (who is, or has been, a Judge of the Supreme Court of India)
  • One member (who is, or has been, the Chief Justice of a High Court)
  • Three Members, ( of which at least one shall be a woman to be appointed from amongst persons having knowledge of, or practical experience in, matters relating to human rights)
  • In addition, the Chairpersons of National Commissions (Scheduled Castes, Scheduled Tribes, Women , Minorities, Backward Classes, Protection of Child Rights) and Chief Commissioner for Persons with Disabilities serve as ex officio members.
Further, it should be noted that the sitting Judge of the Supreme Court or sitting Chief Justice of any High Court can be appointed only after the consultation with the Chief Justice of Supreme Court.

  • To inquire into violations of government of India human rights or negligence in the prevention of such violation by a public servant.
  • To make recommendations about granting relief to the victims and their families.
  • To review the safeguards provided under the Constitution or any law for the time being in force for the protection of human rights and recommend measures for their effective implementation.
  • To review the factors, including acts of terrorism that inhibit the enjoyment of human rights and recommend appropriate remedial measures.
  • To study treaties and other international instruments on human rights and make recommendations for their effective implementation.
  • To undertake and promote research in the field of human rights.
  • To engage in human rights education among various sections of society and promote awareness of the safeguards available for the protection of these rights through publications, the media, seminars and other available means.
  • To encourage the efforts of NGOs and institutions congress to working in the field of human rights.
  • To requisition any public record or copy thereof from any court or office.

SARAS Aajeevika Mela

Context: SARAS Aajeevika Mela is being organized by the Ministry of Rural Development at India Gate Lawns from 10th October to 23rd October, 2019.

What is it?

SARAS Aajeevika Mela is an initiative by the Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM), Ministry of Rural Development (MoRD), Government of India.

Saras Ajeevika Mela, Daily Current Affairs: 13th October 2019

The major objective of this event is to bring the rural women Self Help Groups (SHGs) formed with support of DAY-NRLM, under one platform in order to show-case their skills, sell their products and help them build linkages with bulk buyers.

The marketing arm of the Ministry, Council for Advancement of People’s Action and Rural Technology (CAPART) is the main organizer of the event.


CAPART, short for Council for Advancement of People’s Action and Rural Technology, is an autonomous society under the Ministry of Rural Development which was established in 1986 to promote voluntary action towards implementation of projects for the enhancement of rural prosperity and to act as a catalyst for rural development.

Government of India set up the CAPART by merging two autonomous bodies:
  • People’s Action for Development of India (PADl).
  • Council for Advancement of Rural Technology (CART).
The vision of the CAPART is to play a catalytic role with various agencies and NGOs and to influence public policy.

Ek Bharat, Shreshtha Bharat

Context: A recent meeting on Ek Bharat Shrestha Bharat was recently chaired by Prime Minister Modi.

The programme was announced by the PM in 2015 on the 140th birth anniversary of Sardar Vallabhbhai Patel and subsequently, the initiative was announced in Union Budget 2016-17.

The main objective of the programme is to promote engagement and thereby understanding amongst the people of different states/UTs in order to ensure a stronger united India.

The Nodal ministry responsible for the coordination of the program is The Ministry of Human Resource Development.

There are a number of activities which are taken up under the programme. These includes:

  • Cultural Exchange Programme between partnering States.
  • Translation of atleast 5 award winning books and poetry, popular folk songs of One State in the Language of the partner State.
  • Exchange programme for Writers and poets.
  • Organize Culinary festivals with opportunity to learn culinary practices.
  • Organize Educational Tours for Schools/Universities Students reciprocally.

Different States and Union Territories  are supposed to enter into a wide range of Mutual engagements. These inlclude:

Agatti island

An evacuation drive was recently held by Indian Navy for the evacuation of the patient at Agatti. 

Agatti Island is a approximately 7.6 km long island, which is located on a coral atoll called Agatti atoll in the UT of Lakshadweep, India.

Agatti is one of the Lakshadweep islands that is open to tourism. However, visitors are allowed to the Island under certain restrictions and are required to obtain Entry Permit from the Lakshadweep Administration for entering or visiting the island.

Dharma Guardian 2019

DHARMA GUARDIAN-2019 is planned to be held between India and Japan at counter Insurgency and Jungle Warfare School, Vairengte from 19th October 2019 to 2nd November 2019.

Exercise DHARMA GUARDIAN is an annual training event which is being conducted in India since 2018. The scope of this exercise covers platoon level joint training on counter terrorism operations in jungle and urban scenario.

Kadri Gopalnath

He is a noted Indian saxophonist and one of the pioneers of Carnatic music on the saxophone has recently passed away.

Gopalnath was presented with the Sangeet Natak Akademi Award for Carnatic Music - Instrumental (Saxophone), by the President Dr. A. P. J Abdul Kalam, in New Delhi on October 26, 2004.

He was also honoured with Asthana Vidwan of Sri Kanchi Kamakoti Peetam, Sri Sringeri Sharadha Peetam, Sri Ahobila Mutt and Sri Pillayarpatti Temple.

He was also awarded the Padma Shri in 2004.

He also had the distinction of being the first Carnatic musician to be invited in the BBC Promenade concert in 1994.

His distinctions includes:

  • Nadapasana Brahma,

A technology accelerator platform for logistics - Log X - has been developed by DP World, a Dubai-based global port operator.

In order to encourage innovation and technology adoption in the Indian logistics sector, this accelerator platform was launched in partnership with Invest India, Kerala Start-Up Mission and its accelerator partner Startup RĂ©seau.

This program will focus mainly on digital technologies like block chain, artificial intelligence, robotics, simulators and internet of things, to identify logistics-focused technology start-ups in India.

Invest India is the national investment promotion and facilitation agency for India, which envisaged to be the first point of reference for potential investors.
