CHANDRAYAAN 2 SCANS THE MITRA CRATER

Context: Chandrayaan-2’s orbiter or mother spacecraft has scanned a crater on the moon named after 20th century’s acclaimed radio physicist Sisir Kumar Mitra who was the founder of ionospheric science and radio technology in India.

ABOUT THE CRATER

Mitra is a lunar impact crater with a 92-km diameter that is attached to the western outer rim of the larger crater Mach, on the far side of the Moon. Its depth is still unknown and it lies within the Dirichlet-Jackson Basin.

NATIONAL AIDS CONTROL ORGANIZATION

Context: Recently a MoU has been signed between National AIDS Control Organization and Department of Social Justice, Ministry of Social Justice and Empowerment.

Key Point of the MoU 

  • Target groups of NACO and National Action Plan for Drug Demand Reduction (NAPDDR) to be included in the programmes of NAPDDR & NACO for awareness generation.
  • Injecting Drug Users Targeted Intervention (IDUs-TI) supported by NACO and Integrated rehabilitation center for Addicts (IRCAs) supported by DSJE to have enhanced linkages and effective co-ordination.
  • To educate and make people aware about the harmful effects of drugs abuse on the individual, family, workplace and the society at large.
  • Development of human resources and build capacity in order to strengthen the service delivery mechanisms for drug addiction treatment. 
  • Include female sex workers and transgender as target group for social defence and drug addicts as a target group for NACO.
  • Addressing the risk of HIV transmission among all substance users through preventive risk reduction messaging on HIV/STI and linkages with Integrated Testing and Counseling Centre (ICTC) among other services.
  • Development of welfare scheme which aims at social inclusion and empowerment of Transgender which face extreme social alienation that enhances their vulnerability to HIV and drug abuse.

OPEN ACREAGE LICENSING POLICY

Context: The Government has launched the Bid Round-IV for International Competitive Bidding from 27th August, 2019 which will be carried out under the revised policy framework.

What is Open Acreage Licensing Policy (OALP) ?

  • The OALP is a very critical part of the Hydrocarbon Exploration and Licensing Policy(HELP). It provides uniform licences for exploration and production of all types of hydrocarbons and hence, enables the contractors to explore both conventional and unconventional oil and gas resources.
  • The fields, under OALP, are offered under a revenue-sharing model and throw up marketing and pricing freedom for crude oil and natural gas which is produced during the exploration.
  • Under the policy, once an explorer selects areas after evaluating the National Data Repository (NDR) and submits the Expression of Intent, it is to be put up for competitive bidding and the entity offering the maximum share of oil and gas to the government is awarded with the block selected.
  • NDR has been created to provide explorers’ data on the country’s repositories, allowing them to choose fields according to their capabilities. Data received through the National Seismic Programme, an in-depth study of 26 sedimentary basins, are continuously being added to the NDR.

Context: The 45th edition of  WorldSkills Competition is being held at the KAZAN EXPO International Exhibition Centre in Kazan, Russia in August 2019.

AIM: to demonstrate the benefits of learning a vocational skill, and encourage ‘parity of esteem’ between academic and vocational qualifications.

79 countries and regions are currently member of WorldSkills and most of these countries organise national skills competitions that help to prepare the present talented workforce for the future jobs

It was originally known as the International Vocation Training Organisation (IVTO) and was founded in the 1940s to create new employment opportunities for young people in some of the economies that were devastated by the World War II.

WorldSkills India: It is an initiative of National Skill Development Corporation (NSDC) under the Ministry of Skill Development and Entrepreneurship. through which it has been leading India's participation at WorldSkills International competitions since 2011.

Context: Researchers are planning to investigate the birth of new stars, with the help of gravitational lensing with the help of NASA’s James Webb Space Telescope.

About James Webb Space Telescope?
  • Sometimes known as Webb or JWST, it is a large, space-based observatory which is optimized for infrared wavelengths (It is only at infrared wavelengths that we can see the first stars and galaxies forming after the Big Bang and we can see stars and planetary systems forming inside clouds of dust that are opaque to visible light) and will complement and extend the discoveries of the Hubble Space Telescope.
  • It will greatly improve sensitivity and will cover longer wavelengths of light than Hubble Telescope which will enable JWST to look further back in time to see the first galaxies that formed in the early universe.

About Gravitational Lensing

It is an effect of Einstein’s theory of general relativity i.e., the gravitational field of a massive object will extend far into space, and cause light rays passing close to that object to be bent and refocused somewhere else.

Higher the mass of the object, the stronger will be its gravitational field and hence the greater the bent in the light rays.



SWATANTRATA SAINIK SAMMAN YOJANA

Context: Dev Narayan Mishra, a 90-year-old freedom fighter was supported by the Supreme Court's slamming of Centre for harassing him by filing repeated appeals in higher court to deny him a freedom fighter's pension under the Swatantrata Sainik Samman Yojana (SSSY).

BACKGROUND

  • In 1969, GoI introduced the 'Ex-Andaman Political Prisoners Pension Scheme' to honour the freedom fighters who had been incarcerated in the Port Blair's Cellular Jail.
  • To commemorate the 25th Anniversary of Independence, in 1972, a regular scheme for grant of freedom fighter's pension was implemented.
  • In 1980, the Scheme was liberalized and renamed as Swatantrata Sainik Samman Pension Scheme,1980 (the Scheme) and made effective from 01.08.1980.
  • From 2017-18 onwards, the nomenclature of the Scheme has been changed as 'Swatantrata Sainik Samman Yojana'
ABOUT THE SCHEME
  • The Scheme, implemented by Ministry of Home Affairs (Freedom Fighters Division),  provides a monthly Samman Pension to freedom fighters, as a token of respect for their contribution in the national struggle for freedom.
SWATANTRATA SAINIK SAMMAN YOJANA

  • Eligible dependents will be given the pension on their demise. Eligible dependents includes spouses and thereafter, unmarried and unemployed daughters and dependent parents, as per the prescribed eligibility norms and procedures.
  • As of March 2019, a total of 1.7 lakh freedom fighters and their eligible dependents have been sanctioned the central samman pension so far.
